What happens when underwriters and risk managers start thinking Lean? Join us as they discuss their Lean journey, what they learned along the way, and why they believe Lean construction has implications far beyond the jobsite.

Objectives:

  • Describe the purpose of professional liability insurance and understand the types of project risks and exposures it is designed to address.
  • Explain foundational underwriting concepts and identify the factors underwriters evaluate when assessing design and construction-related professional liability risk.
  • Recognize common drivers of professional liability claims, including communication breakdowns, coordination failures, scope ambiguity, and decision-making challenges.
  • Evaluate how Lean construction practices can mitigate project risks and help reduce the conditions that often lead to claims, disputes, and adverse project outcomes.
  • Understand the relationship between lean methodology and professional risk management, and how both disciplines seek to improve reliability, collaboration, and project performance.

Joseph Shields

Assistant Vice President, Director of Construction Professional Risk Management

Joe joined Berkley Construction Professional in 2025. In his role, he spearheads the development and delivery of risk and practice management resources tailored to the unique challenges faced by construction professionals. Joe is a seasoned leader in the construction industry with over 15 years of experience managing complex projects across healthcare, higher education, and infrastructure sectors.

His recent experience includes directing a $1.33 billion hospital expansion and other transformative initiatives for a major healthcare organization. A licensed Professional Engineer in Virginia, Joe earned a bachelor’s degree in civil engineering from the University of Pittsburgh, Pittsburgh, Pennsylvania. Joe holds a master’s degree in leadership and organizational studies through Robert Morris University. Joe is based in Pittsburgh, Pennsylvania.

David Pacifici

David has more than 35 years of experience as an underwriter and licensed broker specializing in construction and design professional liability Insurance. For the past 25 years, his focus has been on providing professional liability insurance to real estate developers, construction contractors and design professionals. He specializes in innovative insurance solutions for large infrastructure and vertical projects. David provides strategic leadership and direction for crafting coverage to solve clients’ professional liability insurance needs for alternative project delivery methods such as Integrated Project Delivery (IPD), Public-Private Partnerships (P3) and Progressive Design Build. He frequently presents about different project delivery methods and their impact on risk allocation between project owners, contractors and design firms. David attended the State University of New York at Binghamton. He is based in Los Angeles, California.
